Romans 13:1-7 (KJV) 1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. 2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. 3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: 4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. 5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake. 6 For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing. 7 Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.




God has established three institutions

         Home – Genesis 2:18-25

         Government  Genesis 9:1-17

         Church – Acts 2


All three of these institutions are under attack


  1. God is Sovereign

Romans 13:1 “Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.”

God is “the SUPREME POWER and AUTHORITY. God’s sovereignty is a natural consequence of His attributes that God is  omniscient, omnipotent and omnipresent.  

Deuteronomy 6:4 “Hear, O Israel: The LORD our God is one LORD:”


  1. Authority
  2. Everyone

                  Romans 14:11-12 (KJV) 11 For it is written, As I live, saith the Lord, every knee                      shall bow to me, and every tongue shall confess to God. 12 So then every one of us                shall give account of himself to God.


  1. Powerful

                  Proverbs 21:1 The king's heart is in the hand of the LORD, as the rivers of water:

                  he turneth it whithersoever he will.


                  Daniel 4:31-37 (KJV) 31 While the word was in the king's mouth, there fell a voice                  from heaven, saying, O king Nebuchadnezzar, to thee it is spoken; The kingdom is                     departed from thee. 32 And they shall drive thee from men, and thy dwelling shall                    be with the beasts of the field: they shall make thee to eat grass as oxen, and seven                       times shall pass over thee, until thou know that the most High ruleth in the                               kingdom of men, and giveth it to whomsoever he will. 33 The same hour was the                      thing fulfilled upon Nebuchadnezzar: and he was driven from men, and did eat                          grass as oxen, and his body was wet with the dew of heaven, till his hairs were                          grown like eagles' feathers, and his nails like birds' claws. 34 And at the end of the                      days I Nebuchadnezzar lifted up mine eyes unto heaven, and mine understanding                      returned unto me, and I blessed the most High, and I praised and honoured him that                  liveth for ever, whose dominion is an everlasting dominion, and his kingdom is                    from generation to generation: 35 And all the inhabitants of the earth are reputed as           nothing: and he doeth according to his will in the army of heaven, and among the                            inhabitants of the earth: and none can stay his hand, or say unto him, What doest                      thou? 36 At the same time my reason returned unto me; and for the glory of my                            kingdom, mine honour and brightness returned unto me; and my counsellors and                         my lords sought unto me; and I was established in my kingdom, and excellent                     majesty was added unto me. 37 Now I Nebuchadnezzar praise and extol and                            honour the King of heaven, all whose works are truth, and his ways judgment: and                    those that walk in pride he is able to abase.

                  1 Corinthians 10:31-33 (KJV) 31 Whether therefore ye eat, or drink, or whatsoever                   ye do, do all to the glory of God. 32 Give none offence, neither to the Jews, nor to                        the Gentiles, nor to the church of God: 33 Even as I please all men in all things, not               seeking mine own profit, but the profit of many, that they may be saved.

                           Romans 10:13-15 (KJV) 13 For whosoever shall call upon the name of the                               Lord shall be saved. 14 How then shall they call on him in whom they have                                    not believed? and how shall they believe in him of whom they have not                                     heard? and how shall they hear without a preacher? 15 And how shall they                                  preach, except they be sent? as it is written, How beautiful are the feet of                                 them that preach the gospel of peace, and bring glad tidings of good things!

  1. Mighty

                  Deuteronomy 3:24 (KJV) 4 O Lord GOD, thou hast begun to shew thy servant thy                    greatness, and thy mighty hand: for what God is there in heaven or in earth, that                          can do according to thy works, and according to thy might?


                  Deuteronomy 7:21 (KJV) 21 Thou shalt not be affrighted at them: for the LORD                      thy God is among you, a mighty God and terrible.


                  Joshua 4:22-24 (KJV) 22 Then ye shall let your children know, saying, Israel came                   over this Jordan on dry land. 23 For the LORD your God dried up the waters of                    Jordan from before you, until ye were passed over, as the LORD your God did to                       the Red sea, which he dried up from before us, until we were gone over: 24 That                         all the people of the earth might know the hand of the LORD, that it is mighty: that                   ye might fear the LORD your God for ever.



  1. Man is Subject

Romans 13:1 “Let every soul be subject unto the higher powers……”


  1. Submission is at every level of life

                  - God

                  - Family

                  - Country

                  - Workplace


  1. Submission to God’s is our first standard

         God “ordains” power but does not “approve” all

         Daniel 1:6-16 (KJV) 6 Now among these were of the children of Judah, Daniel,      Hananiah, Mishael, and Azariah: 7 Unto whom the prince of the eunuchs gave names: for     he gave unto Daniel the name of Belteshazzar; and to Hananiah, of Shadrach; and to    Mishael, of Meshach; and to Azariah, of Abednego.

         8 But Daniel purposed in his heart that he would not defile himself with the portion of the          king's meat, nor with the wine which he drank: therefore he requested of the prince of the    eunuchs that he might not defile himself. 9 Now God had brought Daniel into favour and     tender love with the prince of the eunuchs. 10 And the prince of the eunuchs said unto          Daniel, I fear my lord the king, who hath appointed your meat and your drink: for why     should he see your faces worse liking than the children which are of your sort? then shall          ye make me endanger my head to the king. 11 Then said Daniel to Melzar, whom the        prince of the eunuchs had set over Daniel, Hananiah, Mishael, and Azariah, 12 Prove thy     servants, I beseech thee, ten days; and let them give us pulse to eat, and water to drink. 13          Then let our countenances be looked upon before thee, and the countenance of the children that eat of the portion of the king's meat: and as thou seest, deal with thy        servants. 14 So he consented to them in this matter, and proved them ten days. 15 And at the end of ten days their countenances appeared fairer and fatter in flesh than all the     children which did eat the portion of the king's meat. 16 Thus Melzar took away the   portion of their meat, and the wine that they should drink; and gave them pulse.


         Acts 5:26-29 (KJV) 26 Then went the captain with the officers, and brought them without         violence: for they feared the people, lest they should have been stoned. 27 And when they        had brought them, they set them before the council: and the high priest asked them, 28   Saying, Did not we straitly command you that ye should not teach in this name? and,   behold, ye have filled Jerusalem with your doctrine, and intend to bring this man's blood upon us. 29 Then Peter and the other apostles answered and said, We ought to obey God      rather than men.


         Any refusal of submission to man’s laws must be done humbly not in rebellion!


III. Believer is Safe  

Romans 13:4 “For he is the minister of God to thee for good….”


  1. Sovereign God has a Plan for EACH of our lives

         Jeremiah 29:11-14 (KJV) 11 For I know the thoughts that I think toward you, saith the     LORD, thoughts of peace, and not of evil, to give you an expected end. 12 Then shall ye    call upon me, and ye shall go and pray unto me, and I will hearken unto you. 13 And ye     shall seek me, and find me, when ye shall search for me with all your heart. 14 And I will          be found of you, saith the LORD: and I will turn away your captivity, and I will gather     you from all the nations, and from all the places whither I have driven you, saith the     LORD; and I will bring you again into the place whence I caused you to be carried away    captive.


         Philippians 1:6 (KJV) 6 Being confident of this very thing, that he which hath begun a     good work in you will perform it until the day of Jesus Christ:



  1. God Protects us

         Joshua 1:5-9 (KJV) 5 There shall not any man be able to stand before thee all the days of thy life: as I was with Moses, so I will be with thee: I will not fail thee, nor forsake thee.         6 Be strong and of a good courage: for unto this people shalt thou divide for an inheritance the land, which I sware unto their fathers to give them. 7 Only be thou strong and very courageous, that thou mayest observe to do according to all the law, which    Moses my servant commanded thee: turn not from it to the right hand or to the left, that     thou mayest prosper whithersoever thou goest. 8 This book of the law shall not depart out    of thy mouth; but thou shalt meditate therein day and night, that thou mayest observe to    do according to all that is written therein: for then thou shalt make thy way prosperous, and then thou shalt have good success. 9 Have not I commanded thee? Be strong and of a good courage; be not afraid, neither be thou dismayed: for the LORD thy God is with          thee whithersoever thou goest.


Series Information

Paul's favorite church may have well been the church at Philippi. He shares three things that are encouraging to him and should be part of our life. He first give Thanks - there is always reason for the child of God to give thanks. Secondly he prayers. We must always pray one for another. Three Paul is confident that God will complete the good work He has started in our life.
